The Pharmacy Purchasing Specialist, under the supervision of the CPO, will be responsible for the daily, monthly and ongoing monitoring of drug purchases for the system. Oversees all purchasing-related functions in all facilities. Identifies cost savings opportunities and leads drug purchasing related initiatives. Develops drug shortage mitigation strategies and communication plans.
Serves as a liaison for GPO (pharmacy network) and distribution companies at a national and local level. Ensures compliance with wholesalers, customers, contracts, regulatory Develops and maintains good working relationships with key stakeholders including pharmacy leaders, GPO and distributors.
Develops and implements new purchasing (non-clinical) related strategies, including contracts, to reduce adjusted drug spend. Alerts leadership when there are drug spend variances.
Ensures drug inventory is adequate to meet the needs of day-to-day operations. Optimizes inventory management with par level adjustments. Confirms drug products and corresponding barcodes are entered into the formulary database for patient safety. Supports local hospital for daily purchasing when needed. Analyzes inventory, communicates drug shortages with appropriate staff (system), and develops strategies to resolve issues.
Maintains all spend related metrics by pharmacy including indirect and direct spend. Completes purchasing reports, trending data, spend analysis, and other reports for the pharmacy.
Ensures that local site staff implement and maintain purchasing guidelines to maximize inventory management.
Trains and educates internal and external customers (i.e. local buyers or managers) via email, presentations, huddles and verbal communications as it relates to controlled substance handling. Assists with the orientation, training, and development of buyers.
Minimum Education: Five (5) years of experience as a Pharmacy Buyer or 2 years’ experience w/ Bachelor’s Degree Required. Master’s Degree (MHA, MBA) Preferred.
Minimum Experience: Certified Pharmacy Tech (CPT). Working knowledge of pharmacy operations in an acute care setting and strong knowledge base of controlled substance related processes. Experience working with distributor order software. Experience with general accounting and budgeting or financial analysis. Familiarity with HIPAA regulations and Meaningful Use requirements as they relate to Pharmacy. Working knowledge of spreadsheet applications, word processing and database software. Experience with Omnicell and Allscripts (or similar dispensing systems/EMR) Preferred. Experience with regulatory agency requirements and inspections with The Joint Commission, CDPH, DEA, and Board of Pharmacy Preferred. Experience with a large distributor such as Cardinal, McKesson or ABC preferred.
