The VISN Pharmacy Procurement and Inventory Program Manager holds a position of high visibility and is responsible for coordinating facility and VISN-wide efforts to improve procurement practices, inventory management, and cost recovery. This individual is required to exercise an advanced level of leadership, communication, and organizational skill, independent judgment, problem-solving ability, and content expertise in program development, implementation, and evaluation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Must be graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Grade Determinations: To qualify at the GS-14 level, Pharmacists must demonstrate the following Knowledge, Skills and Abilities: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Specialized Experience For the GS-14 grade level, you must have 1 year of experience equivalent to the next lower grade level, GS-13. Examples of qualifying experience includes, but is not limited to: working above the full performance level consisting of significant scope, administrative independence, complexity (difficulty) and range of variety described as a Clinical Pharmacy Specialist, Pharmacy Supervisor, or Facility Program Manager or a lower graded Associate Service Chief/Associate Consolidated Mail Outpatient Pharmacy (CMOP) Director. These duties may include the following: planning, oversight, management, assessment, and analysis of assigned informatics program functions of high complexity. Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely; plans the overall program trajectory to achieve goals and monitor progress to ensure milestones are met. Develops and implement policies, procedures, and organizational tools to ensure program success. Preferred Experience: Leadership Project Management Pharmacy Inventory Management and Purchasing Grandfathering Provision. All licensed pharmacists employed in VHA in this occupation on the effective date of this qualification standard (June 7, 2012) are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (1) Employees grandfathered into the GS-660 occupational series may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (2) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration, that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (3) If a licensed pharmacist who was retained under this provision leaves the occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. The actual grade at which an applicant may be selected for this vacancy is at the GS-14 grade level. ["General Description of Duties: The VISN Pharmacy Procurement and Inventory Program Manager works in a Consolidated Work Unit (CWU) independently under the VISN Pharmacy Executive (VPE) and is responsible for over all knowledge of the activities related to the VISN and facility pharmacy procurement and inventory management processes. The incumbent works strategically with the VPE and facility leadership on pharmacy procurement and inventory issues briefing the VISN or medical center executive leadership staff as needed on significant matters relating to the overall mission of our Network. They ensure the Network's mission vision and values are met while operating in accordance with VHA policies, Network policies, and standards of Federal and professional agencies external to the VA. The VISN Pharmacy Procurement and Inventory Program Manager serves as the liaison between the National Pharmacy program and the VISN on issues related to procurement and may be asked to serve as the Acting VPE in his/her absence. Duties include but are not limited to: Serves as the responsible leadership official for managing the VISN Procurement program as it relates to implementation, enhancement, expansion, sustainment, and standardization, when appropriate. Serves as the VISN lead and subject matter expert on matters related to pharmacy procurement, inventory management, and supply chain management to various levels of leadership at the VISN and VA facilities. Leads, co-leads, and/or participates in VHA or VISN-level Committees and Workgroups that pertain to pharmacy procurement processes. Conducts or participates in meetings with individuals from external organizations when related to pharmacy procurement, contract compliance, and cost savings. Develops and implements long and short-term goals and plans, which includes managing risks, identifying needs and potential issues in pharmacy procurement activities through analyzing expenditures and trends. Establishes a strategic plan for the VISN pharmacy procurement program in alignment with the mission and goals of the organization and makes recommendations to the VPE regarding direction, productivity, and performance of the plan when necessary.
