GENERAL SUMMARY:

MOUNT SINAI HEALTH SYSTEM PHARMACY SERVICES:
Mount Sinai Health System Pharmacy Services consists of more than 600 System-wide team members including Pharmacists, Technicians and business team members providing evidence-based medicine. As the health system grows and changes, the pharmacy team continues efforts around system-wide integration and transformation designed to provide ongoing patient care, operational and clinical improvements.
The Pharmacy Services Team is committed to delivering the highest quality of patient care by providing services that ensure safe, effective and rational medication use. This includes the evaluation of all medications for each patient, collaboration with members of the healthcare team, education and training of Pharmacists and other healthcare professionals, and the provision of drug information.
POSITION OVERVIEW:
The SVP and Chief Pharmacy Officer (CPO) is the designated representative of Pharmacy for the Mount Sinai Health System. The SVP/ CPO is responsible for providing strategic direction, executive and operational oversight and leadership, for all pharmacy services operations across the entire Health System.
More specifically, it is the responsibility of the CPO to ensure that the Pharmacy operations are positioned to optimize performance in terms of quality, service, technology and revenue.
The SVP/CPO is ultimately responsible for the safe and efficacious use of medications across the care continuum, with attention to medication safety, access to care, care coordination, and patient satisfaction. The SVP/CPO must also be accountable to the prescribers, clinical partners, Mount Sinai employees and strategic partners to provide best in class pharmacy services.
The SVP/CPO is responsible to assure that MSHS has in place, monitors, and continuously improves clinical and operational pharmacy policies, processes, standards, and practices that ensure the delivery of clinically sound and cost effective pharmacy services that meet and/or exceed all quality, regulatory, and contractual obligations and that add value to patients and customers.
The CPO will be expected to build strong collaborative relationships with other key leaders in the organization and outside the organization representing MSHS. In addition, s/he will engage with senior leaders and key stakeholders to ensure the optimal utilization of technology, including the implementation of a System-wide pharmacy information system platform.
The CPO will have an entrepreneurial outlook and manage the System pharmacy enterprise as a “business within a business” to achieve optimal results.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
- Ensures System-wide compliance with regulations of licensing authorities, regulatory and accreditation agencies at all hospital and outpatient departments, develops and successfully implements policies and practices that promote unparalleled medication quality and safety, as well as manage the overall Pharmacy spend
- Oversees the development and successful 340B program, with goals of optimal compliance and optimization strategies. Oversees clinical teams developed to enhance patient experience with 340b program in disease state management, use of Dispensary of Hope and other means by which value of 340b is recognized
- Oversees the Specialty and Retail Pharmacy Division of the Department of Pharmacy with responsibility to drive strategic growth, revenue optimization, and ensure patient access to ambulatory pharmacy services
- Oversees the Mount Sinai Health System PBM relationship for NBU employees, in collaboration with HR, to optimize pharmacy services while controlling costs. Additionally, provides oversight of commercialization of the PBM services, as well as oversight of team working with World Trade Center fund.
- Oversees the Pharmacogenomics Service at MSHS, with state of the art clinical practice and relevant IT interfaces to assure successful integration with EMR to assure patient impact.
- Identifies and facilitates the implementation of medication-related, evidence-based outcomes and total cost-of-care optimizing strategies. Oversees and directs the Clinical Pharmacy team to drive practice standardization, disease state management, and care optimization.
- Provides leadership to MSHS system wide pharmacy training programs, including ASHP accredited PGY1 & 2 residencies, ASHP accredited tech-training program, internship program and IPPY/APPY rotations with colleges of pharmacy. Serves as residency program director for PGY2 System Residency in Pharmacy Leadership.
- Leads the continuing development and successful implementation of a System-wide drug formulary and drug use strategies as well as mechanism for monitoring their effectiveness. Serves as Secretary of system P&T. Oversees subcommittee and additional P&T committees, including (but not limited to) Oncology P&T, Ambulatory P&T, Pediatric P&T, Anticoagulation Committee. Provides oversight to system Medication Safety Committee, in collaboration with CNE. Provides oversight and co-chairs System Controlled Substances Oversight Committee in collaboration with CQO.
- Oversees team that negotiates System-wide pharmacy contracts and works with Supply Chain team to assure exemplary provision of medications across the MHSH system. Oversight of medication shortage and crisis management. Oversees inventory management system for Pharmacy.
- Oversees Pharmacy informatics team and data management team to work in collaboration with DTP partners to optimize EMR, automation, digital tools, formulary management and overall Pharmacy/DTP business plan for pharmacy enterprise. Oversight of
- Oversees Ambulatory pharmacy team, and in collaboration with ACO team, ACO pharmacy team in disease state management, adherence work, RPM
- Oversees, in collaboration with Mount Sinai Medical School, Investigational Drug Service, and associated IT programming (Vesitgo)
- Serves on System Investigational Review Board (IRB)
- Oversees Mount Sinai Home Infusion Pharmacy Business, working in collaboration with VP of business and VP clinical on pharmacy team to optimize patient care and revenue
- Partner with innovative new service lines and strategic initiatives across the health system to support early discharge pharmacy needs (ex. Hospital at Home, placement for patients on methadone, etc.)
- Becomes a visible champion of pharmacy operations, MSHS’ culture, the commitment to outcomes quality and efficacy, patient centered healthcare, and acts as the key spokesperson on pharmacy matters
- Becomes an essential and critical business partner with the MSHS leadership team. This includes leading the development and cost effective implementation of a full range of clinical and operational pharmacy services
- Partners with medical and clinical experts to enhance, develop, and implement effective disease and outcomes management initiatives
- Ensures that all regulatory, quality, clinical pharmacy, and contractual standards are consistently met or exceeded
- Provides executive leadership and direction in the development and successful execution of System-wide, integrated strategies for the delivery of pharmaceutical care, services and operations to achieve high quality affordable care and improvement in the health of those served
- Supports a high level of collaboration between Pharmacy, Physician, and Nursing leadership to leverage pharmaceutical and medical expertise, improve and promote health and quality care, and assure appropriate use of medications and prudent use of resources
- Leads the ongoing assessment of existing clinical and operational pharmacy practices and initiatives, and prioritizes and leads appropriate and required changes
- Promotes and assures a high level of collaboration and coordination in the development and consistently successful execution of drug use management programs across the System
- Leads and oversees national pharmaceutical contracting, materials services, pharmaceutical repackaging, and distribution
- Provides executive leadership and oversight to assure high quality Drug Information Services are provided to promote evidence-based formulary decisions, that outcomes are researched as necessary, and critical drug information is maintained in key systems for use across the System. This includes ensuring that necessary information system support is provided for success in the execution of drug use management initiatives
- Oversees the development of forecasts for drug cost and utilization in future periods are based on the best available information related to drugs in development, patent expirations and other relevant marketplace factors
- Collaborates with the System CFO in the development and allocation of Operation Plans, with monitoring of performance to achieve financial goals
- Leads and provides direction to assure professional/ management development programs to promote the continued growth and effectiveness of employees
- Collaborates with representatives of Governmental Affairs to influence public policy related to pharmacy services, pharmaceuticals, drug benefits, drug costs and market competition
- Designs and implements innovative acute care and ambulatory care pharmacy services and expands the scope of services in the community and academic settings
- Facilitates implementation of medication safety related initiatives, including Quality Improvement initiatives
- Initiates cost containment and cost avoidance strategies
LEADERSHIP RESPONSIBILITIES:
- The Chief Pharmacy Officer provides executive leadership to a System-wide Pharmacy Team of over 600 FTE’s, including Pharmacists and Technicians, with a Drug Spend of $1.1 billion.
CONTACTS AND RELATIONSHIPS:
- Internal: All levels within the Mount Sinai Health System
- External: Senior and other levels among customers, regulatory agencies, vendors, consultants and other stakeholders
EDUCATION AND EXPERIENCE REQUIREMENTS:
- Absolute and uncompromising integrity with the demonstrated ability to successfully lead pharmacy teams instilling trust, integrity, fairness, and credibility while meeting or exceeding patient safety, quality, regulatory, and contractual requirements
- Pharm.D. degree from an accredited School of Pharmacy required
- Registered Pharmacist License required
- Successful completion of an ASHP accredited Residency Program preferred
- 7+ years in a hospital pharmacy setting (preferably in an academic setting) with progressive experience in Pharmacy Management
- Ideally, 3+ years as Director of Pharmacy Services or CPO of a large medical center or health system
- Experience in a large matrix organizational environment involving integration of multiple entities, without direct authority or control is strongly desired
- Successful track record integrating multiple operations and related processes into a seamless and transparent Pharmacy Services business model. This includes having sophisticated influencing, collaboration, and change leadership expertise that can leverage the diverse clinical, operational, and intellectual expertise in all hospitals and their affiliated operations
- Expert clinical knowledge and a strong background in all aspects of pharmaceutical delivery across multiple healthcare delivery platforms required
- Open collaborative style with excellent interpersonal and influencing skills are a necessity to coordinate effective System-wide integration in a highly matrix organization
- Successful experience in pharmaceutical management in a large, complex multi-unit and multi-location hospital organization
- Demonstrated executive leadership and oversight to assure high quality Drug Information Services are provided to promote evidence-based formulary decisions, that outcomes are researched as necessary, and critical drug information is maintained in key systems for use across the Health System
- Executive leadership and oversight to assure the development of forecasts for drug cost and utilization in future periods are based on the best available information related to drugs in development, patent expirations and other relevant marketplace factors
- Experience collaborating with representatives of Governmental Affairs to influence public policy related to pharmacy services, pharmaceuticals, drug benefits, drug costs and market competition
- Experience with leading the design and implementation of innovative acute care and ambulatory care pharmacy services and expanding the scope of services in the community and academic settings
- Experience with facilitating the implementation of medication safety related initiatives, including Quality Improvement initiatives
- Cost containment and cost avoidance strategies experience
- Experience implementing 340B compliance and optimization strategies
- Experience building effective relationships with physicians, nurses and other key stake holders required
- Excellent understanding of how business results can be enhanced through high quality, cost effective pharmacy services
- Thorough understanding of specialty pharmacy, clinical, and operational business practices, including contracting, products/services, cost structures, pricing, and regulatory matters
- Comprehensive knowledge of all HEDIS, JCAHO, Title 22, FDA, CDC and other applicable state, federal, state licensing, and other local regulations as they relate to pharmacy services, as well as broad knowledge of the healthcare industry, including current and emerging trends and new technologies
- Understanding of charging methodologies, such as Medicare
- Project coordination and implementation of successful cost containment initiatives required
- Strong planning, financial management, analytical, negotiation, and problem solving skills required
- Must be comfortable with ambiguity, yet able to focus others toward a common, shared objective and be a bold, forthright thinker, who can challenge the status quo, assemble consensus and lead others through change
