GENERAL POSITION SUMMARY: Responsible for planning and managing the human, material, equipment and fiscal resources for areas of responsibility and accountable for developing action plans to contribute to the organization’s ability to carry out its mission and accomplish annual pillar goals.
SPECIFIC POSITION SUMMARY: Provides direction and leadership for Inpatient and Outpatient Pharmacy services, Outreach Pharmacy, Remote Order Verification, 340B Program, and Cancer Care of Maine Pharmacy services. Works collaboratively with the pharmacy department leadership team to implement and maintain progressive and best practice health system pharmacy services. Works collaboratively with physicians, nurses and other health-care professionals. Directs the Pharmacy financial operations, personnel, quality, distribution systems, technology systems and all related professional aspects of current hospital/health-system pharmacy practice and systems. Provides fiscal oversight of Pharmacy cost center budgets and related forecasting of financial initiatives. The Director is actively participates in Northern Light Health (NLH) system pharmacy leadership through related councils, teams, task forces and other system meetings. Ensures EMMC compliance with all applicable regulations for pharmacy services including Board of Pharmacy State licensure, Medicare COP, OSHA, HRSA, and Joint Commission Standards.

SPECIFIC MAJOR DUTIES AND RESPONSIBILITIES: Essential functions are identified by an asterisk.
1) Supervision: Develops and maintains a work environment that fosters employee participation, recognition and respect such that quality services are provided by a competent staff.
a. In accordance with established policies, interviews and selects competent and qualified Directors, Managers, Supervisors and Administrative Assistants who support the values and philosophy of the department and the organization.
b. Ensures newly hired Directors, Managers, Supervisors and Administrative Assistants successfully complete EMMC and department orientations. Develops and maintains a comprehensive department orientation program for newly hired personnel.
c. Maintains a high level of morale as evidenced by team spirit and a sense of belonging measured through the evaluation of key indicators such as, turnover, absenteeism, productivity standards and direct feedback from employees.
d. Completes or facilitates timely completion of all employee reports such as, performance appraisals, performance pay increases, time and attendance records, counseling and disciplinary action, in order to ensure the equitable treatment of all employees and the evaluation of employee competencies.
e. Gives coaching and feedback in a timely fashion.
f. Develops departmental methodologies to ensure that all employees receive on-going training in order to maintain employee competency levels in specific job procedures and techniques and to ensure orientation to the Mission and Vision Statements and Strataegic Plan. Specific in-service must be documented in the department employee file and group orientation noted in departmental meeting minutes.
g. Meets with direct reports no less than once a month to update, facilitate growth, act as support, ensure that the pharmacy leadership team are meeting the goals, Mission and Vision of EMMC.
2) Planning & Fiscal Management Plans: Organizes and monitors departmental programs and services consistent with the goals and objectives of EMMC.
a. Mutually develops departmental goals with the senior leaders to whom the Director reports and reviews on an on-going basis, but not less than quarterly.
b. Prepares and submits cost effective Operating and Capital Budgets, in an accurate and timely manner consistent with the provision of quality services and the goals of the departments. This done with the input of the EMMC Pharmacy Leadership team.
c. Operates the Department within the authorized budget as measured by the actual monthly budget performance reports.
d. Assists other members of the EMMC Pharmacy Leadership team with developing, maintaining, revising and communicating departmental policies and procedures consistent with EMMC Mission and Vision Statements. These documents are prepared in an accurate and timely manner to ensure compliance with EMMC, regulatory and governmental requirements.
e. Recognizes the dynamic nature of the health care environment and accordingly anticipates plans and implements necessary changes. Performs this activity in collaboration with other hospital/health-system leaders and caregivers, as appropriate.
f. Directs staff and program development to focus on improving satisfaction among patients, families, physicians, other caregivers, and payers.
g. Continuously looks for cost-savings and clinical opportunities as it relates to safe quality patient care.
3) Performance Improvement: Related to the areas of responsibility, and in conjunction with the EMMC Pharmacy Leadership team, develops implements and maintains relevant performance improvement initiatives consistent with EMMC, regulatory, and governmental requirements.
a. Assures compliance with health and safety regulations, infection control policies and procedures and occurrence reporting and required follow-up to assure safe, well maintained, and healthy workplace environment.
b. Promptly recognizes and corrects deficiencies cited by staff, physicians or management and as recommended by internal departments responsible for compliance and external regulatory agencies.
c. Continuously assesses and evaluates the quality of service delivered in the department in order to ensure the highest possible level of customer satisfaction.
d. Demonstrates assertive and creative problem solving ability by identifying problem areas affecting customer satisfaction and departmental quality and efficiency. Actions are implemented in a prompt and thorough manner.
e. Coordinates or delegates all clinical performance improvement activities, generation of protocols, guidelines, and clinical order sets, and improving clinical interventions.
4) Physician Liaison Activities: Works collaboratively with the Medical Staff and Administration to achieve mutual goals.
a. Establishes working, supportive relationships with Administrators, Vice Presidents, Chiefs of Services and medical staff members in order to anticipate a wide variety of needs and respond to issues of concern.
b. Promotes acceptance of EMMC initiatives and is appropriately assertive in order to ensure that organizational and program goals are met.
c. Develops and implements programs, processes and other appropriate interventions designed to achieve the mutual objectives of EMMC.
d. Responds to individual physician concerns through 1:1 communications and facilitates appropriate resolutions to identified problems.

5) College of Pharmacy Liaison Activities: Works collaboratively with schools of pharmacy leadership to develop and administer student experiential practices and faculty clinical practices at EMMC.
